OTA Adds Partnership to Member Benefits
The Public Employee Benefits Association of Ohio, or PEBA, was born from the collaborative efforts of public employees, employers and the insurance industry. The goal of the nonprofit is to provide the most efficient, cost effective employee benefit solution for political subdivisions in Ohio. The OTA partners with PEBA, for which Matthew DeTemple, OTA executive director, holds a seat on the Board. Health Care Changes on the Horizon
The OTA is receiving numerous calls regarding the PPACA and federal health care reform. An article was published in the March/April issue of the Ohio Township News on this topic, and below is an update to that article. Watch the July/August issue of the magazine for a follow up Q&A as to how the PPACA relates to public employers.

Rules and regulations surrounding Obamacare are changing on a daily basis. As such, there is a correction to The Who, When, How and What to do Guide to Health Care Reform for Townships article included in the March/April issue of the magazine.

The March 1 deadline mentioned in the article has been postponed to an as-yet-undetermined date prior to the start of the Exchange's open enrollment period set to begin in October 2013. Also, individuals may still be eligible for government subsidies if the single-only premium is "affordable," but the family premium is not and the individual selects the employer's family plan. This scenario will not subject the employer to tax penalties.

OTA Study on Local Government Released
Wendell Cox, principal of Demographia, an international public policy firm, recently completed a study titled Local Democracy in Ohio: A Review of City, Village and Township Financial Performance by Size. The report concluded that townships spend less, tax less and incur less debt than other local governments in the same population categories. Research summarized in the report demonstrates townships are more accessible and responsive and overall, are a vital component of local government in Ohio. The OTA released the report and supporting materials to statewide media and members of the General Assembly today. Please find below materials related to the report for use in your township.
