Objectives

The Senior Human Resources Manager is appointed by the Orange Township Board of Trustees and serves under the direction on the Township Administrator and the Board of Trustees. This individual is responsible for managing personnel functions, implementing the Human Resources Management policies and establishing procedures to ensure effective and efficient utilization of personnel. This individual is responsible for ensuring that personnel have comprehensive positive support systems to provide comparable, equitable compensation, work rules to assure productivity, and benefit programs that encourage a high quality of work life for employees and a safe and healthy work environment. This individual must be able to coordinate and positively interact with all other Orange Township offices and departments as well as with the public. This is a full-time, exempt, non-bargaining unit position and is an at-will appointment.

Job Description

Essential Job Functions:

·         Supports the administration of Worker's Compensation and coordination of workplace safety programs. Represent the township in associated hearings as required.

·         Collaborates with Administrator and Legal Counsel to lead contract negotiations and manage employee relations with recognized employee organizations. Leverages appropriate negotiation strategies to establish contracts consistent with the Township's mission, values and goals.

·         Maintain practical knowledge of labor relations trends and employment laws.

·         Implement and manage a recruiting and hiring program to achieve and sustain township staffing requirements.  Educate and advise management on interviewing techniques, best practices, and candidate selection processes.

·         Develop, implement, and manage a performance management program for non-bargaining unit personnel.  Evaluate incentive options and other engaging programs to achieve best-in-class culture. 

·         Evaluate and update personnel policies to ensure township compliance with all local, state, and federal statutes.  Manage investigations of reported and/or potential violations and employee concerns.

·         Ensure legal compliance with all applicable local, state, and federal employment laws. Maintain proper personnel files and records, and represent the township at associated hearings.  

·         Apply Human Resources methodologies and leverage resources to establish best practices and procedures to manage recurring workloads.

·         Maintain awareness of work performance at all levels within the organization.  Ability to provide constructive feedback, collaborate, and influence to achieve desired outcomes. 

·         Comprehensive and professional-based knowledge of township government and associated human resources policies, procedures, statutes, and best practices.

·         Establish and maintain effective and supportive working relationships with supervisors, employees, elected officials, and the general public.

·         Develop budgets, conduct cost-benefit analysis, and present relevant financial reports and recommendations to the administrator and board of trustees.

·         Design staffing models and organizational charts; collaborate with township leaders to validate proposed staffing requirements.  

·         Performs additional duties as directed and/or assigned by the Orange Township Board of Trustees.

·         Performs any related essential functions as required.

Non-Essential Functions:

Experience and Education:

·          Bachelor’s Degree in Human Resources or a related field required, Master’s Degree preferred.

·          Minimum five (5) years of Human Resources experience required, preferably within township, county, or state government.

·          Human Resources Certifications highly preferred.

·          Must possess a State of Ohio Driver's license and acceptable driving record.  Must maintain eligibility to operate a motor vehicle under the acceptability standards of the vehicle liability insurance carrier of Orange Township.

·          Experience in union environment preferred.

·          Strong knowledge and demonstrated ability with MS Office: Word, Excel, PowerPoint, and Outlook

·          Excellent written and verbal communication skills.

Employment contingencies:

  • Must possess a valid State of Ohio Driver's License and acceptable driving record, with constant maintenance of eligibility to operate a motor vehicle under the acceptability standards of the vehicle liability insurance carrier of Orange Township.
  • Must satisfactorily complete a drug screen, physical examination, background investigation and PRADCO assessment.
  • Union environment knowledge preferred.
  • Must be eligible for a fidelity bond at ordinary rates.

Responsibility:

This position will be expected to work independently with general direction provided by their supervisor(s), as well as through following established practices and policies, as well as Township personnel code, Township resolutions, Ohio Revised Code, EPA, Township construction specifications, Delaware County subdivision regulations and Township Zoning Resolution, policies, rules and regulations.  Work consists of complex, varied, standardized and non-standardized tasks requiring application of numerous laws, rules, regulations, and procedures.  Supervisor randomly reviews work, both in process and upon completion, to ensure accuracy, thoroughness, high quality of service and results obtained.  It must be understood, errors in work may affect the work of others and require the diversion and expenditure of time and resources to correct. This position may have supervisory responsibilities, both direct and indirect.

 

 

Environmental:

Physical requirements are as determined by the Job Analysis as performed by WorkHealth and are on file with the Township.

This position includes the following physical and environmental conditions:

·         Sitting at a desk, sedentary.

·         Walking and standing at a counter to verbally interact with others, make copies, deliver documents, and research archived information.

·         Typing and working on a computer, switching between and reviewing various document formats, databases, and software programs.

·         Talking on the telephone to residents, external professionals, and other specialized stakeholders.
