While there may be many virtues to competitive bidding, it is nonetheless a complicated and time consuming process.  It is an especially complicated process for non-lawyers and those inexperienced in the law and government.  Some, who are simply interested in “getting the job done” may in fact see competitive bidding as a hindrance and something to avoid.  However, competitive bidding is beneficial to the taxpayer and is in fact required by the law in certain instances.  It is the intent of this presentation to highlight important issues relative to competitive bidding, to foster a better understanding of the process and its virtues, and to generally to make the process of competitive bidding more understandable and user friendly.
