Ohio House Returning for Budget Veto Overrides
Governor DeWine recently signed HB 96, the State Operating Budget, for FY 2026-2027. Along with his signature, the governor issued 67 line-item vetoes, some of which the OTA supported.
The Ohio House has already announced it will return to session on July 21 to vote on overrides of vetoes related to property tax provisions.
Please contact your House member and ask for a "no" vote on the veto overrides below.
The veto override provisions include:
Allow County Budget Commissions to reduce millage that was passed through voter-passed property tax levies.
Townships operate with extreme financial discipline. The levies that fund township services are not put on the ballot without careful deliberation. Data shows that higher millage rates make levies harder to pass, requiring townships to make compelling arguments to their residents. Voters weigh the value of the services against the tax burden.
To allow a county budget commission to arbitrarily reduce millage rates approved by the electorate not only undermines the fundamental principle of local self-governance but also disregards the voters will. This authority erodes public trust in their local elected officials and sets a troubling precedent for ignoring election outcomes.
Eliminate the use of replacement property tax levies.
This item eliminates the authority for political subdivisions to levy replacement property tax levies. These levies serve as important tools for municipalities as a traditional method to provide opportunities to investment in infrastructure and support the funding of critical police and fire services.
