Service Department Manager
Pierce Township, Clermont County
This position reports directly to the Township Administrator. This is a full-time, salaried (exempt) position with all associated full-time employment benefits.
The primary responsibilities of the Service Department Manager position include but are not limited to the following:
- Direct all activities necessary to provide for the maintenance, upkeep and enhancement of township roadways, cemeteries, parks, public buildings and public grounds within the Township.
- Develop policies, rules and procedures for the effective operation of the department, including establishing departmental goals, objectives, and priorities.
- Coordinate department activities with other Township departments and outside agencies.
- Provide supervision and administrative direction to Foreman and staff. Assign work details. Assure projects are completed effectively and efficiently.
- Represent the Township at community or professional meetings; make presentations to Trustees, various civic, business or educational groups on a variety of service department issues.
- Ensure preparation, administration and monitoring of department budget.
- Perform skilled tasks associated with maintenance of roads, buildings, parks, public grounds and cemetery (i.e. cut/trim grass, trees, shrubs, etc.; trash/litter removal; repair/replace ditches and culverts; spread gravel, dirt, mulch, cold patch, hot mix, fill potholes; guardrail installation, carpentry work; basic HVAC/plumbing/electrical repairs; etc.)
- Set up and operate proper work safety zones (erect barricades; place roadway safety cones; flag traffic; etc.)
- Make or order and install road signs. Perform routine sign inspections
- Assist with plowing and removal of snow/ice from public right of ways by hand or truck
- Assist mechanics when needed
- Inspect road cuts for compliance with permits
- Attend continuing education training seminars (i.e. LTAP) on roadway, buildings, park, cemetery and public grounds maintenance techniques. Familiarize with and implement maintenance “best practices”.
- Perform general administrative functions (complete reports/forms, filing paperwork, use of computer, etc.)
- Perform all other related duties as assigned by the Township Administrator.
QUALIFICATIONS
Minimum Education
- High School Diploma or GED equivalent required. Advanced training or Associates Degree in construction technology, turf management, carpentry, road maintenance or similar field preferred
Experience
- Eight (8) or more years experience as a public sector maintenance worker of equivalent work experience required
Licenses and Certifications
- Valid State of Ohio Class “B” Commercial Drivers License with airbrake certification required.
- ODNR Pesticide Application license required
Skills, Knowledge and Abilities
- Skilled in effective leadership, supervision, management, employee motivation, communication and community relation techniques.
- Knowledge of personnel practices, township policies and department policies.
- Ability to make immediate informed decisions during emergency situations.

- Knowledge of maintenance safety procedures and practices (OSHA, LTAP, etc.)
- Skilled in road, building, park, public ground, cemetery maintenance techniques
- Skilled in light to heavy equipment and hand tool operations
- Knowledge of gas- and diesel-powered equipment
- Proven ability to read and understand blueprints, manufacturer’s instructions, warning labels, government uniform traffic control documents, spec sheets, technical manuals, policy and procedure manuals, etc.
- Ability to accurately maintain work records and reports (computer skills)
- Demonstrated technical skills (carpentry, mechanical systems, vehicle repair, etc.)
- Ability to work weekends or holidays when necessary. Ability to be on-call for emergency situations.
