Full-Time  •  $85,000 - $105,000

Miami Township is seeking a qualified professional to serve as Chief Executive Officer, responsible for the day-to-day execution of Township operations, including implementation of policies established by the Board of Trustees. The responsibilities of this position include highly specialized administrative and managerial oversight of the Township's various departments and functions.

This individual will foster and promote a culture of accountability and continuous improvement among all departments and personnel while continuously striving for excellence in serving residents. Duties are performed under the general direction of the Board of Trustees.

Essential Roles & Responsibilities

Responsibilities may include, but are not limited to, the following:

  • Serve as a thought leader and visionary who consistently adds value by providing innovative ideas, leading improvement initiatives and fostering best-in-class service and efficiency for Miami Township residents.
  • Network with individuals and organizations inside and outside of the Township to identify new trends and best practices.
  • Assist businesses and commercial contractors in completing submission requirements for new construction and expansion of existing businesses.
  • Question established practices or procedures when opportunities for improvement exist.
  • Demonstrate a strong leadership presence and the ability to be influential and confident without appearing authoritarian or arrogant.
  • Maintain thorough knowledge of contemporary public administration concepts.
  • Demonstrate superior oral and written communication skills, as well as strong public relations skills.
  • Possess sophisticated and professional presentation skills, with the ability to assimilate extensive information into meaningful business cases and effective presentations.
  • Structure, prioritize and manage multiple complex projects.
  • Demonstrate strong initiative, a sense of urgency and a high energy level to quickly generate results while remaining thoughtful and measured in decision-making.
  • Demonstrate creativity and imagination while remaining comfortable managing ambiguity and dealing with "gray areas."
  • Establish and maintain harmonious working relationships with department heads, subordinate employees and elected officials, including those with diverse management styles and personalities.
  • Analyze and interpret complex information and convey solutions in executive format for elected and appointed officials.
  • Coach and mentor employees in specialized fields including public safety, zoning, public services, parks administration and other Township services, while providing constructive feedback and identifying opportunities for improvement.
  • Focus Township personnel on customer service and incorporate customer service principles and best practices throughout Township government.
  • Manage the Township's economic development efforts.
  • Serve as the primary liaison to businesses in the community.
  • Recruit and retain businesses within the community.
  • Attend meetings as a representative of Miami Township outside of normal business hours as directed by the Board of Trustees.

  • Ability to act as the administrative head of the Township and supervise department heads.

Expertise

  • Implement policy as directed by the Miami Township Board of Trustees.
  • Recommend action steps and best practices for implementing stated Board policy.
  • Serve as chief appointed advisor to the Board of Trustees on internal matters, including budgets and human resources.
  • Supervise and direct activities of Township divisions under the control and jurisdiction of the Board of Trustees.
  • Work with the Health Care Committee to recommend Township insurance plans.
  • Represent the Township's interests and views as warranted.
  • Represent and defend decisions of the Board of Trustees as warranted.
  • Formulate operating budgets for all departments and services and ensure adherence to those budgets.
  • Supervise the annual appraisal process for non-union personnel and ensure the merit pool established by the Board of Trustees is properly allocated and not exceeded.
  • Work with Township staff to direct communications through Miami Township's website, social media, special events, newsletters, media contacts, public improvements and community branding efforts for residents, businesses and visitors.
  • Perform all other duties assigned by the Miami Township Board of Trustees.

Education, Licensing & Certification Requirements

  • At least five to 10 years of management experience in either local government or a business environment.
  • High proficiency with computers and management information systems, especially Microsoft Office applications.
  • Any equivalent combination of experience and training that provides the essential knowledge, skills and abilities required to succeed in this role will also be considered.

The successful candidate will be a mature and pragmatic individual with strong people skills, high integrity, energy and enthusiasm who consistently exercises sound professional judgment. This person should be results-oriented, an initiator in both thinking and relationships, and agile, adaptable and flexible enough to quickly and effectively change direction in an environment characterized by ambiguity and continual change. The individual must be ethically driven and self-motivated.

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this position. The Township Administrator is expected to be in the office during normal working hours and as otherwise described above.
