The Village Fiscal Officer serves as the chief financial officer for the Village of Williamsport and is responsible for the accurate management, reporting, and safeguarding of all village funds. This position ensures compliance with applicable state laws, regulations, and generally accepted accounting principles while providing transparent financial information to village officials and the public.

FLSA Status: Exempt
Appointment: Appointed by the Mayor
Pay Range: $48,000–$52,000 annually, based on experience


ESSENTIAL DUTIES AND RESPONSIBILITIES – FINANCIAL MANAGEMENT & ACCOUNTING

  • Maintain accurate and complete financial records for all village funds, accounts, and
    transactions
  • Receive, deposit, and account for all village revenues
  • Prepare and sign checks and electronic payments as authorized
  • Maintain the general ledger and subsidiary records

Budgeting & Financial Reporting

  • Prepare annual temporary and permanent appropriations in coordination with Village Council
    and the Mayor
  • Monitor budget compliance and advise officials on fiscal status
  • Prepare monthly, quarterly, and annual financial reports
  • Provide financial data and analysis to Village Council upon request

Payroll & Accounts Payable

  • Process payroll, including tax withholdings, retirement contributions, and related filings
  • Manage accounts payable and ensure timely payment of approved obligations
  • Maintain vendor records and W-9 documentation

Compliance & Auditing

  • Ensure compliance with all applicable state and federal laws, including public finance and
    records laws
  • Prepare records and documentation for annual audits
  • Serve as liaison with state auditors and regulatory agencies
  • Maintain records in accordance with approved retention schedules

Public Records & Transparency

  • Serve as custodian of village financial records
  • Respond to public records requests related to fiscal matters
  • Maintain transparency and accountability in all financial operations

ADDITIONAL DUTIES

  • Administer grants and special funds, when applicable
  • Assist with debt management, including bonds and notes
  • Perform related duties as assigned by Village Council or required by law

REQUIRED QUALIFICATIONS

  • High school diploma or equivalent (associate or bachelor’s degree in accounting, finance, or
    public administration preferred)
  • Knowledge of governmental accounting principles and public finance
  • Proficiency with accounting software, spreadsheets, and standard office technology
  • Strong attention to detail and organizational skills
  • Ability to maintain confidentiality and exercise sound judgment

PREFERRED QUALIFICATIONS

  • Experience in municipal or governmental finance
  • Familiarity with state fiscal laws applicable to villages
  • Experience with budgeting, audits, and financial reporting

LICENSES & CERTIFICATIONS

  • Must meet any statutory requirements for Village Fiscal Officer
  • Ability to obtain required training or certification within prescribed timeframes

WORK ENVIRONMENT & PHYSICAL DEMANDS

  • Primarily office-based work
  • Required attendance at evening council meetings
  • Ability to sit for extended periods and perform standard office tasks
